Change to Organized Religion without prereqs

Unless I'm just really overlooking something weird, I believe this is a bug. I checked the forum and sticky and didn't see something like this mentioned. If it's actually working as intended or redundant I'll just delete this.


An AI Civilization changes to the "Organized Religion" civic without "Monotheism" researched, and without any religion present in their boundaries.

Load the attached save and small mod (a very simple test mod with a single module, changing two attributes of the Reveal Map goody hut), and end the turn. The following turn, the French change to Organized Religion. This can be confirmed by checking either their Info tab in the foreign advisor, or by opening a diplomatic conversation with Louis and looking at his civics.

It can also be confirmed that he does not appear to have Monotheism, nor a religion present. Under the Tech tab of the foreign advisor, Monotheism is listed under "Can Research".

The expected behavior instead is that he 1) Cannot change to organized religion without having Monotheism 2) Would not desire to do so without a religion present in his boundaries. While the save does use modified custom assets, changing the range and radius of the Reveal Map goody hut would not be expected to affect this behavior... someone could check the module to see if there might be something there.

He might of built that new wonder, forgot what its called, that allows you to use all religous civics(kinda like the pyramids)
