Changing max # of civs?

Hey there..hope someone can help. I have been loving the Worldbuilder, but is there a way to get all of the Civs onto a map?

It seems it's maxed out around 22 (trying to remember off the top of my head).. but with the new DLC add-ons... I can't seem to get everybody into one game now.

Since I love huge tower-defense type maps, its bugging the heck out of me that I have to leave anybody out of a game.

I did more searching and I believe that I found the answer to my question... which is No. Its apparently maxed at 22 civs and 41 city states..

But please correct me if I'm wrong.

Unfortunately, you are right...we will need DLL access to change this. It's a big hindrance to map making especially when they've provided us with more then 22 civs through DLC.
