The problem is that by that rubric a lot of the monarchs of England haven't really been English. I think when you're talking about monarchs, what they ruled is a lot more important than what languages they spoke or where they grew up. That's kinda the point of a monarch, after all.

He actually identified as being from the Netherlands, though; that's quite a difference.

I mean, the whole Hapsburg monarchy has been such a headache for some(the Austro-Hungarians had only retards for succesion, kind of why Archduke Ferdinand was important). Trying to put this guy and the monarchy into a country is liker trying to put Europe as one country(well at least the Western Part)

That'd be a good compromise, since Holy Roman Emperors often tend to be regarded as being outside of any one nation -- which is what Charles V is usually viewed as, when he's not identified as Dutch.
