The problem is that by that rubric a lot of the monarchs of England haven't really been English. I think when you're talking about monarchs, what they ruled is a lot more important than what languages they spoke or where they grew up. That's kinda the point of a monarch, after all.

He actually identified as being from the Netherlands, though; that's quite a difference.
 
I do not think, anyone sees Charles V, as a hero. An Kaiser, yes, but he isn't a hero. Father Damian was an hero, Charles V was just competent in politics.

But I would identify him as being Flemish though if you would force an answer out of me.
 
He saw himself as being from the Netherlands and was not comfortable in Spain or the other areas of his Empire, as much as he was in the Netherlands. One of his great regrets was not spending more time there. Even more amusingly, the whole "we the Netherlands are going to ditch your Empire" was not due to him, but due to his appointees. The rebels apparently were fond of Charles V they only officially shut of links with Empire when they had to, otherwise they were content to say "we are his servants, we just disagree with his choice of servants." The greatest irony of his reign was that the most solid part of his state, the part he had the best rapport with broke off.

bs, just read the correspondence between Margaretha of Parma and Filips II. He was a lazy hesitating git. she writes on how ere is uprising and destruction in the netherlands, and he sends a letter "i'll answer to the letters" and that's it.

I mean, the whole Hapsburg monarchy has been such a headache for some(the Austro-Hungarians had only retards for succesion, kind of why Archduke Ferdinand was important). Trying to put this guy and the monarchy into a country is liker trying to put Europe as one country(well at least the Western Part)
 
I think that Anatole France's assessment of Karl I goes decidedly against this statement.

Use of the word 'only' seems to imply that there were no non-retards in the succession. And the Black Hand still didn't kill off all the 'smart ones'.

That'd be a good compromise, since Holy Roman Emperors often tend to be regarded as being outside of any one nation -- which is what Charles V is usually viewed as, when he's not identified as Dutch. :p
