Option D: Buy chocolate milk at the store.

Milk before powder, because you get fewer lumps of undisolved powder.

I don't think we have that kind of syrup here?
 
Why not combine A and B and get the best of both.
 
Oh, come on now; here's what you do:

1) Combine equal amounts of sugar and cocoa powder to a saucepan

2) Stir in just enough milk to form a very thick syrup. Continue stirring until any clumps are dissolved.

3) Stir in the rest of the milk, and heat over low flame until it reaches the desired temperature.

4) Add in flavoring of your choice. I recommend a splash of brandy, peppermint schnapps or orange liqueur.
 
Oh wow. I haven't bought powdered chocolate milk mix in years and years. I use Hershey's syrup or just buy premixed chocolate milk. That said, when I did use powder, I poured the milk in first then added the powder and mixed like hell till I got it as uniform as possible.
 
This. Why am I limited to powders? With syrups, you are more likely to achieve consistency.

Why limit to just 1? Pure cocoa powder (the kind you bake with) first, then milk, then chocolate syrup.
 
I learnt to use A, and during all these years it has served me well.

Pour milk in pot, slowly stir in chocolate powder while bringing to a boil.
