Chopping nerfed?

Just came back to play civ games after playing WoW for the last year. Bought Warlords, and it seems that the good old chopping forests for ninjaspeed production in the first few turns aint all that good anymore.

Anyone know what happend exactly? Not that it matters, but it seems i get less hammers in return for every tile of forest i chop down

Old story. Befor Mathematicv forests give 20 shield and there is additional penalty to chop outside cultural borders.
