OOC: I will give a reply before my consideration this afternoon.

IC: The Dominion wishes to open its hands to Spain. Together we can stand agains the Super Drones! How about a defence pact between Spain and the Dominion? We shown honour to each other in the past. Together we can win the war against the Drones!

The Dominion sees the immaturity of the RSA and USA. Clearly neither of them are worthy enough to govern Cuba. Hence I am offering the chance for Cubans to be under a rule of order. I can even set up Cuba as its own goverment (OOC: make Cuba a NPC loyal to the Dominion) and from that have another ally against the Drones. Barring that I can also claim Cuba on behalf of Quebec. Surely the USA will not mind Quebec, a North American country, being one with Cuba? I sence the birth of a new union in the Americas. If the USA refuse to allow Quebec at least to have Cuba or Cuba to becomes its own republic (OOC: it will still involve me sending troops to Cuba but the province will be Cuban blue, setting a indepedent power that need not be aggressive to the USA... if the USA is not aggressive to Cuba) then their "American territory" rheotric is full of lies.

As for the Swiss... why do you want what rightfully belongs to the strong? The Rhineland belongs to the Dominion.

As for the Drones... they are a serius threat you should consider. They are developing a navy which could invade mainland USA. Does the USA wish to waste its nuke over Cuba or use it against the growing Super Drone army? Arrogance is not the answer.

Anyway: this talk diverts us from the dangers of the drones. Clearly the PSA do not know the power of the Super Drones.

Why so warmongering? We offer the suggestion of a indepedent Cuba aided by a Dominion liberation force or Quebec having rein over it. Both will have American control of the isle. Declare war on us and we will activate not only defence pacts but since we are offering Quebec (a American power) the choice of protecting Cuba... hence your against the idea of anyone other than the USA controlling Cuba. By this we are willing to loan enough forces to Quebec to lead it to make Cuba part of its power. If the USA declares war on us because of us aiding our allies in Quebec then we question why the PSA is aiding a warmonger.

...Quebec is a American power. I though you wanted Cuba to belong to a American power?

O well... how about we claim it for the Order so they can use it as a base of operations? That way with the Order in control Cuba will belong to neither NATO or the orderly powers, instead being in control of the Order. The Order can also then use it to train their guards.
