I am wondering if the effects of the 3 damage done to enemy units ending their turn adjacent to multiple citadels are cumulative (i.e. if an enemy unit ends a turn on a hex with two citadels adjacent to it, then it gets 6 damage).
As all units have only 10hp, would that mean that placing 4 citadels adjacent to one hex - say at a chokepoint - would create a kill zone on that hex (4 citadels x 3 damage - 12hp of damage)?
...not that that would be the ideal usage of 4 Great Generals mind you...
