Make sure you haven't selected one of the governor options that prevents cities from growing, that may be it. Having played quite alot of 1.61 in testing, I can guarentee you that the cities grow.

Click to expand... Because too many people were complaining about how farm was overpowered, Firaxis has decided to make it more difficult for the city to grow. Of course, what I was just kidding! However, that possibility does cross my mind.
