Cities on hills against cities on flat tiles

Cities on hills gain an additional production on their city tile and start with a defense of 8.

Cities on open terrain start with a defense of 4 and get no bonus at all.

Obviously hill cities are always better, if the general terrain (ressources, rivers and so on) does not heavily favor an open tile. I think it would be more intersting if this would be more balanced, opening two strategies for city placement. Extra prod and defense for hills, better farming/trading for cities in open. My suggestion:

City on hills: Def. 8 and +1 prod.

City on open ground: Def. 4 and +2 food (maybe too strong, skyrocketing early city growth) or +1 food and +1 or 2 gold.
 
There is a Mod out there, which is called "Food for Flatland cities (BNW or GK)". I use the Mod in my Game and it is really balanced. You get +1 food on the field where you would normally built a farm. +2 Food seems way too powerful, I could not imagine why a flatland city would get gold.. I mean this bonus is only valid for the beginning of a city, so by only giving a bonus of +1 food, the city will have a strong benefit from it.

For CBP I would like to see the same:
Flatland City: Grants +1 Food
 
Windmills can be built in any city. There is no limit regarding hills.


I suggested extra gold because 2 food is probably too powerful. But only 1 food seems a bit weak in comparison to +4 def and +1 prod. So one or two extra gold balances it.
