FortyJ has hit the nail on the head. If you don't like the fact that you feel that leaders have too much responsibilities, that leaders aren't living up to those reponsibilities, that some game issue isn't being addressed, get off your lazy @$$ and post the discussion yourself!
I hate to be blunt, but for Christ sake, if you're not happy because some game issue is being done improperly, champion the cause yourself. If you think we should be planning Great Wonders, start planning. If you think we should be placing cities better, than start your own discussion and polls on city placement.
There isn't a single law that says that only leaders can do this kind of stuff, and frankly, I don't believe it's possible to legislate something like this to begin with.
