I have been trying to find out what the requirements are for a city to move up each level to legendary. Anyone know where it is recorded?

Don't know why two of these posted. Is there a simple way to delete your own post?
 
As far as I know it only reaching a certain amount of accumulated culture; according to the ingame encyclopedia the three levels above the intial are reached at 100, 500 and 2000 culture.

Your normal posts inside a thread can you delete at the very bottom of the post, but in case it is a post starting a new thread I beliqve only a moderator can do it for you. I would in this case report my own post and nicely ask for removal because accidental double posting.

It's all about culture. On the city bar on the map, where the name is, you'll see a little culture icon (mask, harp, cup, etc) which indicates culture level. The bar there will fill up slowly as culture grows. When full it pops the next level. You can also go into the city screen and bottom left it'll show more detailed culture bar.

The Oden line of buildings plus giving excess luxuries to the cities in the city manager. Its in the bottom left hand corner, the "Manage Luxuries" button.

Go into game editor and give the city a few wonders and holy sites? :p
 
Well, I'd rather not use the game editor. I've been trying to build a wonderin each city as well as shrines. Also, I am throwing in odeons and theaters, so I guess I'll see how it goes.
 
short of granting yourself wonders and multiple holy cities ;) you can look at throwing specialists into those buildings as well. iirc, they also increase culture.
 
Your best bet is to build odeons and specialists. Some governor types give a good boost to culture too. There is a number of ways to help early culture, but just remember. You're not meant to be able to jump up levels quickly.
 
IIRC, is it Poets (at Odeons/Theaters/etc.) who give the most culture among specialists? The Odeon line is definitely a great way to boost culture.

Luxuries are mainly sent to cities to battle discontent, but late in the game you have other ways to reduce it, so you might not need the luxuries for that. Then they become "excess" and you can direct them to cities just for the culture generation.

I never knew that was possible! Ah, the "luxury" of not having to use luxuries to battle discontent... I've achieved negative discontent in some cities before, but not in general. So far my plan has involved trying to win before discontent becomes overwhelming!

All luxuries given to a city give -2 discontent and +2 culture.

Personally, I consider "excess" luxuries as luxuries that your families don't need. I either give those away to other civs or to cities depending on my needs.
 
I appreciate the help. I'll start a new game to see what I can do. just got overrun by the Greeks to the west and the barbs to the east. :badcomp:

Once, as Egypt, I got a couple of early bonus luxuries like Silk and Porcelain and giving them to my cities really boosted their culture growth in the early game.
