One of the issues I have is the city placement problem of Civ. Because of the strange 21 square shape, it becomes a pain to have to place the city while limiting overlap. It is also a pain that there are tiles that simply either have to be wasted because they are not within the city tiles.

There should be a new system that alleviates these issues to prevent the wasted square problem and the city placement problem.

IMHO, city placement and city radius need to be done away with in favor of perhaps provinces which are autogenerated in a random map and you simply choose the provinces you want to settle in. The provinces of course will not overlap.

This will also help the AI and also prevent the overlapping city crap of many AI cities.
 
My solution to this problem is my Integrated Interface/Urban Sprawl model, which eliminates the city screen and has the population exist on the map. The 21-square grid therefore becomes arbitrary and irrelevant, and expansion is more strategic and nuanced, taking into consideration culture, economic conditions, and happiness. Details are in the Integrated Interface link in my signature. Also, I have worked the system into the context of the UET; see the summary (first post) for the way this could work.

Anyway, I certainly agree that city placement needs to improved, and the 21 square shape needs to be eliminated.
