City Razing(Request)

I'd like a simple mod that allows you to Raze a city regardless of whether it was a capitol at one time and abandon city that have been placed poorly.

Pissed me off I spent hours trying to take over and wipe out this city state, when I finally succeeded I was unable to erase the poorly placed city.
