A bit confused with cities with all the news. How big can the city now be? Is it the same 3 tiles around the center where citizens can work the tiles? Is this the limit or can city expand further, like in Civ5 to the 5 tiles aorund the center? Can you get a strat resource outside that and how?

The best way to test that would be play as Russia (which starts with extra territory) and then have a city on the edge of your empire with no one else near it that has a luxury tile (or known strategic resource) in its 4th ring build a large number of cultural buildings and also whenever possible have same city cash buy tiles (starting in direction of that luxury). Also pick Religious Settlements. All this is needed to test due to there being nothing in Civ VI like Civ V's Tradition opener that massively decreased cost of culturally acquiring tiles.
