I've always waited till I had 1,000 gold to gift a city state thinking that was the best return for influence.
Just ran the numbers and here's what I get with Alexander right in the beginning of the game without any other modifiers.
250g = 35 inf = 7.14 gold per influence
500g = 75inf = 6.67 gold per influence
1000g = 150 inf = 6.67 gold per influence
Here's the breakdown after picking up Philanthropy (25% more inf from gifts).
250g = 40inf = 6.25 gold per influence
500g = 90inf = 5.56 gold per influence
1000g = 180 inf = 5.56 gold per influence
I checked a non alexander save, but couldn't find one before I got down the piety tree, but the ratio of gold per influence between 500g and 100g is the same. It just seems that Alexanders starting influence rates are closer to what other civ's get with Philanthropy. This seems odd since the manual says nothing about changing the rate of influence you get per gold, just says "City-State influence degrades half as slowly as normal, and it recovers at twice the speed as for other civilizations."
While 250 gifts get you less influence per gold, it looks like the 500g and 1000g gifts have the same exact effect. So what's the point of even having a 1000g gift?
