City-States won't settle

Recently, without me making any changes to my system or gameplay, City-states won't settle. The settler will just sit there until killed by a barbarian. I don't know how to fix this.

Do you experience this on just one game or every game you create?

I don't have any mods in civ 5, and it's been my last 2 games now. I didn't change anything that I know of.

Been poking around and I still don't have any clue how to fix it. It's getting really frustrating.

Do City States build settlers in a vanilla version of Civ5 then?

I got this one, playing on the Earth map on Large, OCC, diplo and science victories off, the normal 20 CSs.

The game has no idea how to express it's resources, so I assume this is the one and only Ragusan city... unbuilt presumably because it's too close to mine.

Guess Earth Map is made for Normal size?

Earth maps tend to screw things up. In my last and only earth map game, several CS had no resources at all.
