City with loyalty bar at maximum despite decreasing loyalty

Hi, I'm currently toying with the loyalty system to get the hand of it and I've encountered a phonemenon I can't explain, so you may.

I'm playing as Egypt and I've managed to put enough pressure on one of Kongo's cities for it to rebel and turn into a free city. Now, since I can't conquer the free city without military interventions because loyalty pressure is too low, I'm letting it be.
However, at the same time, I'm trying to have another one of Kongo's cities revolt and turn into a free city, but it's not working. The loyalty bar won't change, it stays at its maximum, and it has for a few turns now. I don't understand why because there's way enough loyalty pressure for the loyalty bar to decrease.

Here's a screenshot of the map. The free city is La Venta on the left corner at the bottom. The city which won't start even considering rebellion is in the middle (with the -15,2 loyalty points per turn). In the box it's written "Belongs to Kongo ; The loyalty of the citizens is not changing".

It might be a bug but I might have failed to find an explanation online too.
