Civ 3 wont stop making scientist

I have won the game on victory points and just playing it out now, I have all techs researched and I have the science slider down to 0% but every turn 5-10 cities at random but some same cities a turn or two later keep switching my extra citizens from what I have to all scientists. I have all the city governors turned off and all settings for them set to no science, but it wont stop! It keeps bankrupting me! Help! Thanks.
