The diplomacy in Civ4 has vastly improved since CivIII. The Civs now actually recognize who's their true friend! If you help them, they will help you back! I even got a free tech from an AI Civ!

I was playing as Mao of the Chinese on Noble level.
Initially I was trying to get a religion but the Spiritual Civs got Hinduism/Buddhism/Judaism first, so I was rushing towards Code of Law for Confucianism.

As those who had played a few games, after x turns, the AI Civs will ask you to help them by donating your technology. If you agree, they become friendly with you.(+2 "You helped us"). If you disagree, you get a -2 "You refused to help us". One turn, Catherine of Russia asked me to help by giving her a tech. Since I want to make friends, I agreed.

After I got confucianism, I was behind in tech. So I wanted to trade tech with my neighbours. So I approached Catherine and asked to trade one of my tech. for hers. But she refused! I thought she was my friend....

Then I asked her to help me by giving me her tech for free. Asking for help doesn't decrease relationship ratings when AI refuses, unlike asking for tribute. I was expecting a refusal but surprisingly she agreed!!! Wow, I never seen AI Civs giving away tech for free. I asked for a trade, but now she gives it to me for free. Such nice AI Civ.

Conclusion: If you constantly help out AI Civs, they will help out when you are in trouble! But they only helped me when I was behind in tech. A few turns later when I was the tech leader, no one would help me and they all wanted me to help them.

Strategy: Give free tech to friends when they ask for help.
Don't be the tech leader and ask for help when you are behind.
