CIV 4 doesn't work after Update

Hi guys,

I updated my Civ4 yesterday to version 1.74. Installing the Patch worked fine, but the game doesn't start any more.

With the 1.0 Version I had to start it with the Windows XP compatibility mode, but then it worked fine. But now, even this solution is gone, after I klick on ok there doesn't appear any window...
When I want to open it without the compatibility mode, this message appears:
''D3DX9_32.DLL couldn't be found. Please reinstall.''

Help !!!

System:
Win7 x64
AMD Phenom X4 955
AtI Radeon 4850

I had to install this:
