Civ 4 Gold Installation - Stuck at Direct X

Hey guys. I recently got a new computer and have been trying to install Civ 4 on it. I got the latest version of Direct X from the website previously. Unfortunately, the installation gets stuck at this screen:

"Setup is searching for updated DirectX Runtime Components and updating as necessary. This may take a few minutes..."

Of course, its taken more than just a few minutes. Its been going on hours now. Can anyone help me fix this?

3GB RAM
Intel Core Duo CPU - 2GHz
ATI Mobility Radeon HD 3650

just to make sure: install the below (newest dx version). Also make sure you run the installer with administrator rights...

I think I've fixed the problem, although probably not in the best way. I was tired of having that install screen up so I ejected the disc... and then the installer moved past the DirectX screen and started installing, so I put the disc back in and it seemed to install fine. When I installed Beyond the Sword, the DirectX screen didn't give me any problems either. Although to my annoyance, neither installation installed shortcuts on either my desktop or my start menu.
