Civ 5 Design Challenge II - Mechanics

I've changed my old Tanzimat Era Ottomans to fit this mechanic:

Tanzimat Era Ottoman Empire

Leader: Mahmud II

UA: Tanzimat: Upgrading military units gives :c5science: Science relative to their :c5war: XP. Adopting Social Policies gives all land units :c5war: XP and temporarily allows them to upgrade for free.

UU: Mansure Army: Replaces the Rifleman (Line Infantry with EE mod). The Mansure Army is stronger and gains more :c5war: XP when fighting other Gun units. Level 5 or higher Mansure Armies reduce Social Policy cost by 1% (max 15%).

UB: Imaret: Much cheaper than the Hospital and unlocked at Theology. +3 :c5food: Food instead of +5, and +2 :c5happy: Happiness. Whenever a citizen is born, 25% of excess :c5food: Food is converted to :c5culture: Culture.

I was considering doing a Tanzimat era Ottomans. But the tulips looked more appealing, and easier to construct.

Scott, I put myself there because I wanted to be voted on, seriously. It's not like I can't be voted on.

As for me, I'm going with Hoop Thrower's design.
 
To be honest I'm still having a hard time figuring out how Urdnot_Scott's design fits the challenge.
 
Fair point, he seems to have gone around using the mechanic in two separate areas - the relation Social Policy-Experience in the UB, and the Military Bonus upon Social Policies!

It does not fit the challenge's conditions!

It's a very nice design, but sorry, Urdnot_Scott, you're disqualified!
 
The Kantone, unlike the Barracks it replaces, yields an additional 5 :c5war: experience for trained units for every finished :c5culture: policy tree.

EDIT: Wait what? It feels very cheeky to be told I'm disqualified after the design phase has closed, anybody could have pointed that out during the design phase. Pointing it out after the event, and funnily while I'm winning (strange coincidence right?) is incredibly rude and unprofessional if you ask me.
