Civ 5 Design Challenge II - Mechanics

I'm voting for Scott, just because of the last part of the UB.

I'll place my vote with Scapegrace's Magadha, considering out of the list it's the one I'd like to play the most.
 
I think I'm going to have to vote for Uighur_Caesar's College of Winterhold. I will confess to being a sucker for fictional civs, but there were a lot of interesting submissions this time around - I also really liked Urdnot's France and TinyLittleBirdy's Athens. Uighur's design is really evocative for a college of magic, though, and it'd be fun trying to get a bunch of archmages and magical tomes (although from what little I know of the great works/artifacts system, it could be a nightmare to code...)
 
Yeah, going with Uighur_Caesar's College of Winterhold because it seems like a tremendously fun civ to play around with, and I love civs that do something weird with the great works system.
 
I had issues with a lot of things (test week, getting on a tournament, insane coding, getting sick and working my ass put for school).

I just quickly check and it looks like Uighur won with three votes. Unless I missed something, which is inevitable.

An interesting mechanic. I'm assuming that empires that went through a lot of reforms would fit this mechanic perfectly.
 
Can I make it only apply to a certain kind of unit, or does it have to be all units?

I'm actually gonna switch to "unit gains EXP" because that way it can apply in multiple ways and it's going to be interesting. It doesn't need to be verbatim.
