Civ 5 Multiplayer mod Support

I know that they are supposedly working on mod support for multi player, but why dont they have it for hotseat?? it cant be that hard to add support for that can it? can someone give me a good reason why this is?

Likely because Hotseat is just a modified version of the base MP code, and since the regular MP code doesn't have mod support yet either does Hotseat. I'm not saying Hotseat should not have mod support, just saying why I think it doesn't, as it is not based on SP code it is based on the MP code.
