How to download civ 6 mods from steam without using steam?

I tried the /http://steamworkshopdownloader.com/ to download civ 6 mods but it says 'The game that this item belongs too does not allow downloading of its items...BUMMER!'

Do you know any other way around?

Only one reason that I am aware of.

I can think of three possibilities off-hand:

• He owns the Mac AppStore version of the game
  
• He has some stubborn objection to Steam that is objectively pointless, but important to him
  
• He has a pirated version of the game.

If it is the last item, he should note that this site has a strict anti-piracy policy (see the site rules) and he will get no help here.

In particular, you might look at this thread and this thread, but neither appears to show how AppStore players can access Steam-only mods.
