Civ specific Heroes/Great People

The short version is that each civilization has (random number) 8 specific "heroes" or "great people" or whatever you want to call them. Ideally, I think they should be unlocked by some in game action, for example lets say you are playing as Australia and have a unit of yours killed by France. A mini-movie could play, "As our brave forces were cut down by the evil French empire, two brave souls worked tirelessly, transporting our many wounded back to safety, to ensure they will fight another day. The legend of Simpson and his Donkey has begun, long shall they be remembered."
The immediate effect would be that the unit that you "lost" is revived in your nearest city with 5 HP. The ongoing effect would be that Australian troops heal an extra +10HP per turn.

Ideally, what I would then do is have each civilizations "hero" pool replace civilization abilities. Allowing players to pick their bonuses and adapt while still feeling like you are playing as that civilization.
I imagine this would also supersede the great person system as well...
