Civ still alive, no cities, conquest only

Here is a trick: abandon a tundra or desert town and blockade the land access and then watch that area so that no interlopers(the other AIs) try to grab it. Privateers could sink ships carrying settlers bound for it. The AI knows the map and will beeline to the empty space, so your settler on a boat will eventually show up.
