I actually have played 2-3 games lately where the AI Celts have mopped the floor with the other AI Civs.

And, truth be told, I think the Dutch are pretty weak most games. They haven't ever been tough against me.

The common thread between the Celts and Dutch is "agricultural," which means the AI grows faster with slightly more food. Bigger AI means tougher AI.

I've also had troubles with Persia, too.

In vanilla, Persia. I can always count on a Persian AI in the industrial age killing everyone else.

In C3C, haven't played enough to be sure.

Sumeria in my games. They always get at least a decent empire, and they are always in the tech race if not leading it.
Funny that 5 out of the 8 civs on your poll list is agricultural ;)

It didn't happen to me. In one game I played, the Persians sucked, they got owned by the Romans in the early Middle Ages (so early that they still had Legionaries and Immortals) and when Xerxes idiotically declared war on me, even I, with my puny military, was able to take him in two turns in the Industrial Age. Of course, it helped that his only source of oil had flipped to me ten turns ago...one turn before I sold him Motorized Transportation.

I think the Incans are the best because they always seem to build wonders before everyone else.

no Greeks?

Not in C3C. In C3C the AI is only really good at the Agricultural civs (Incans, Mayans, Aztecs, Iroquois, Celts, Sumerians and Dutch) and the Byzantines and French.

Mayans definitely, very strong traits for the AI to partially cover some weaknesses. Also Sumerians.

On that list, the Sumerians are usually the toughest. Overall, it's usually the Greeks.

I'd say that probably the Iroquois are best played bt the AI. In most of the games I've played with the Iroquois in it they always managed to become a major power in the late game (unless they were on a continent with me). They usually dominate one of their neighbors early on, and it's just a steamroll after that until they own the whole continent. Unless I can manage to intervene they always seem to be a major threat late game, not to mention a tech leader in most cases.

It's the Koreans for me, they have been my strongest rival for two games now. But I haven't played with a few of the others stated, so I may be inaccurate. You should also have added in more options IMO, like the Persians who dominate many of the games I play in.

I find that the AI French is always terrible and at the lower end of the spectrum. England almost always becomes an above average civ, never the tops, but still an opponent to be reckoned with in terms of Science and Commerce.

I think any Agricultural Civ, whether played by the A1 or human seems to dominate earlier. So with the poll options its difficult to pin point just one best A1 Civ out of Dutch, Mayan, Incan, Sumerian or Aztecs. Out of these five I've noticed, in my games, the A1 doesn't seem to play the Mayans as well as they do with the other four. The most difficult wars I've had have been against the Dutch, and surprisingly the Incan, despite their poor UU.

I'd have to say the most consistant A1 civ I've found to do well, which isn't on your list, are the Indians. In all my games played so far, the Indians seem to be constantly a powerful force to be reckoned with.

The Dutch, Sumeria, Persia, Babylon, Celts and Maya play well in my games.
Overall I would say Maya. But I need more testing ;)

Korea and Greece too if you give them enough space.

I'd go for Sumeria - but Maya, too, and indeed any other Agricultural AIs.

The reason for this is the AIs initial build strategy (just let the Governor manage your production to get a clue). They build a Warrior, then they build a Settler. They will patiently wait for the city to grow to size 3 before the Settler pops - even if it's several turns after the shields are done.

With an Agricultural civ, unless they don't settle by fresh water, this wait is lessened - hence they get their Settlers quicker.
