Civ V crashes on mod screen

Civilization V crashes when I go to the mod screen from the main menu. After accepting the disclaimer, the mod list is shown for about 3 seconds, then Civ V crashes to the desktop.

I have reinstalled Civ V and I presently have no mods or save-games, it's a completely fresh install but the same crash happens every time. It happens using both the DX9 and DX11 executables. If I verify the files in Steam, a single 5MB file is re-downloaded every time.

Are you maybe in offline mode?

And please go through these instructions to see if anything might be missing.

Steam was reporting "No connection", I restarted it offline and online again and it's fine. The link says this has been fixed in 705, it seems not.
