Civ V not working

Can someone please help me? I've tried everything suggested to get Civ V to work and nothing. It'll ask me to pick a DirectX version, I do it and a black screen flashes then nothing after that. Please help I really want to play.
 
Verify game files.
Get the latest drivers. Do a clean install of them.
Download DX and VisualC direct from MS.
Windows updates.

Try in that order. Issue is probably the drivers.
 
I've tried all the suggestions and it's still not working. My specs are good enough to run Civ V.

Please ensure the game has the ability to run as an administrator.
Please confirm your game files by verifying game cache in your STEAM acct page by right clicking on Civ5, selecting properties and then local files and verfiy game cache.

When asking for help, you should tell us basics about your computer system (Processor, memory, video card) and operating system (XP, Vista, Win 7 or Win8)?
 
Actually upon looking at my system specs I seem to have overlooked something. My DirectX version is 11 but I can't select 11 in the game menu. It only lets me pick 9. Any thoughts?
 
BTW My OS is Windows 7 and My specs are as follows.
Processor: Pentium (R) Dual-Core CPU E5300 2.60GHz (2 CPUs)
Memory: 6144 MB RAM
Video Card: Intel(R) G33/G31 Express Chipset Family
Memory: 256 MB
DirectX version: 11
 
And that would mean? Not to sound clueless but I've been studying programming for the past few months and most other things are blank right now.

Your specs are below the minimum for the game. Well below. Your integrated graphics are a generation older than the bare minimum. If this is a desktop, you need to go buy a graphics card. If a laptop, you're out of luck.
 
My speech teacher was right. I do need to research things better. Regardless would a Gigabyte AMD Radeon HD 5450 1GB DDR3 PCI Express 2.1 Graphics Card work? My friend has that and it performs rather well.
