Civ VI District Discounts - A guide to how district discounts work

District Discounts
District discounts as a mechanic of the game that you will have been using even if you did not notice it but it can be manipulated to give better benefit. Whether you use it or not, it is of use to understand how it works. Some good players use it all the time, some use it occasionally and some just let it happen naturally so there is no clear right or wrong.

How much discount do I get?
A discounted district is 40% cheaper apart...

Currently I am in a game trying this District Discount for learning and fun.
I get a start with all plains hills.
(Pangaea and Gilgamesh Random... I know,I know)
1 Farm and 1 Grassland in 3rd ring so not very good for fast growth.
I decide to go the Religious route to build 3 Holy Sites and avoid techs to get max discounts.
At least this is how I understand it.
So I finally get out 3 cities and build HS as fast as I can without chopping.
I got the Classical Golden Age and a Religion.
(Of course Mon GA for the builders/settlers)
I took Choral Music and The building that gives +2 Food.
Perhaps that was a mistake but was thinking about growth.
I didn't have great Pantheon Choices in my mind and I ended up taking the Free Builder with the 10% growth rate.
I guess I could of taken Divine Spark or the +2 Amenity with +2 Housing since rivers are manageable.
However I did what I did and it really doesn't matter for the discount dilemma.

I dropped a fourth city and held off dropping down a HS as I wasn't sure if that would cause a problem.
Building a Monument instead.
Fifth City on the way but not yet dropped.
Around turn 80 or so.
America Dowed me so it caused some delays or problems.

So now I research Writing and I already have the civic Games and Recreation.
I go in to check to see my discount and the Entertainment and Campus both are at 7 turns.
The Government Plaza is at 4 turns.

Seems like I am not getting the discount or I am but for all 3 cities and I don't realize it.
Did I do it wrong? Does having Games and Rec mess it up?
3 Researched Districts... 3 Hard Build Holy Sites... 4 total Cities.
Does the Government Plaza count as 4 Districts Researched??
If so that would mess it all up right... I need to build another district I'm guessing?

I know this is a second post... sorry but I didn't want to edit my other one and have you miss the question.
I was looking at the spreadsheet on this and it says if I want 3 discounts I need 5 districts?
This is with 2 unlocked Districts that is.
With 4 Unlocked it says I need 9 Districts for 3 Discounts!
Am I reading that correctly?
Does that mean I need to hard build them or just plant them?

So you say you have 3 researched districts ... but do you?
Plaza is one
Entertainment district is another
Holy site is another
Campus is a fourth

You have not researched bronze working for the encampment... or have you? Often we forget about this one.

So as long as you have not got theater district or commercial hub then you are on 4 not 3 so yes have messed it up as you need 4 holy sites now.
i will leave someone else to answer the spreadsheet question because I struggle with the spreadsheet a bit and think it just complicates things.

I went all over the place to delay district research.
Didn't research BW till very late.
I figured it out and yes I did get a few discounted Commercial Hubs but for the most part it didn't seem worth the massive bother.
Of course this was only one game and attempt at it.
The map wasn't very friendly with growth as my Capital has no Food and my first Expo was at 12 pop compared to 6 in the Cap.
Turned out I had 4 researched and 3 built.
I think it is easier to say you have to basically build more than you research and don't build the districts you want discounted.
I find it awkward or messy so far but I understand it better than before.

I think a big problem is the standard maps I play with low sea.
Completely different compared to playing New Age World and Wet which is what you see in videos more so.
At least it seems that way.
