Seems to be a Bug from the Game. But you're not the only one getting this. Have a look at this Thread, seems only to happen on the first turn. This is probably old news, but I've never seen it before. I'm not running any mods.

Never seen anything like that before! Bizarre that it's such a well formed object that doesn't seem to be used anywhere else in the game. This is probably old news, but I've never seen it before. I'm not running any mods.

My guess is they could have recruited Crassus and used him to acquire the tiles for some reason.![]()
Playing as Byzantium, and I was waging holy war against Norway (as one does) when I discovered that their capital Nidaros had already "acquired" a line of four ocean tiles stretching to the polar ice sheet.

Oh yeah... Crassus I always use for connecting my empire together and stopping horrid border-gore even if the tiles are terrible. My guess is they could have recruited Crassus and used him to acquire the tiles for some reason.

So, someone did have the same issue. It's not just me! Well, after Gauls where introduced, this never happened to me. However last update must have messed something. That was the only District, that appeared as a exclamation mark upon placing. Can You, please post this in a thread I made. Thank, You.This is probably old news, but I've never seen it before. The only Norway specific thing is that Crassus would have already been able to travel to those ocean tiles early on.I had assumed it was something Norway-specific.
That... would be one of the least efficient uses of Crassus I've ever seen. Unless maybe Crassus' ship got stuck in the winter ice and was carried away with it (HMS Terror style).

Yes! Playing as Australia last night, the Inca to my north sent Crassus in the exact same direction. I had to look it up in the Great People to see, and yep, Inca got him about 10 turns before.![]()

This looks like a great move to piss off any other Civs other than Norway's allies who are trying to sail around the south side of that continent.![]()
