In terms of "stuck starting locations", that's gotta be one of the best ones, since you're going to get a really quick pantheon, the gold bonus will help you buy a usable tile shortly, and the science boost should help you tech to encampments fairly quickly to be able to build some units.

unfortunately while you can warp great admirals TO harbors (and navigable-water-adjacent city centers and water-based wonders and water parks), i believe you can only warp them FROM city centers (and nothing else)
which really shouldn't be the case to avoid exactly this kind of perdicament, all of the warp-to-eligible locations should also be warp-from-eligible

yeah one reason I didn't build a harbor in the lake. The other being that I built Huey. I tend not to put harbors in lakes when I build that wonder, the point of building the wonder is to make lake tiles more attractive to work.
And honestly even without the wonder, I'm not a big fan of harbors in lakes.
This has not been a great game for Abe (I'm using a mod that dynamically changes city names based on their owner so that's San Francisco/San Furanshisuko, New York/Nyuuyooku, and Baltimore/Boruchimoa). He has since lost St. Louis and Washintong, and Newark will join me soon. He's been remarkably okay with this, too--as you can see, we're still friends.
