I don't think the volcano is part of the screenshot, it looks Civ VI artstyle.

The artstyle itself looks like a happy medium between V and VI. Less cartoonish than VI, but not quite as realistic as V. But we'd have to see the color pallette to be sure.

I see the Colisseum. The thing behind the volcano might be a district. That improvement on the mountainside is interesting with the steel water tower and timberframe building. A mill of some sort?

The background is definitely not like Civ6 or Civ5. But I dont think this is actual in-game screenshot. Left side has a different perspective from right side and unless there is going to be elevation in the game (like Humankind?) I think this is from an art mockup or two screenshots and Civ7 has way different close angle, or some other sort of collage. The improvement with steel tower, wooden platform and four figures on it is a quarry.
 
I don't think they look like they have different perspectives, and it looks like there is indeed terrain differences.

Also, it looks the foliage around the volcano ALSO isn't part of the game? Like it's overlayed along with the volcano?

No, I think that the palm forest is part of the screenshot. It's way too high detail to be Civ VI style, and it's been beiged like the background image. I think it's rainforest, contrasting with whatever the trees around the buildings are.
 
If you told me this was a screenshot for a city builder, nothing in it would cause me to doubt you.

This looks way more zoomed in than typical in a 4x. Could this be a city viewer? Otherwise, where is the City Centre?
If diving deeper into assumptions it's real - could be also cropped part of whole game view to first: show more details, and second: not make it too obvious it's civ 7 screenshot ;)
 
like most marketing screenshots, it's a cropped version of a whole view and very zoomed it. A city center would be outside the shot, probably to the upper left.

The city center appears to be southeast of the column, partially obstructed by the first 4 in 404.

I'd say the second one is closer. There does appear to be some undulation in the surface. I'm hesitant to say it's elevation change, but it wouldn't surprise me.
