They should devide china into at least three, devide india into two, devide russia into two, get rid of the celts, and the dutch, and the vikings(were barbarians with iron) - perhaps combine all into the normans. Add Guge, not add tiny civs that were never powerful. There are TOO many for the fertile crescent, sumeria AND babylon. (If all of them stay in, add the Assyrians, their special unit would be SOOO cool, a spearman with a high attack and low defense.) Greece was never a big empire, it was never very powerful at all, Alexander the great was NOT GREEk he was MACEDONIAN. Make the muslims into two. (There were two seperate countries I can't remember what they are called.)
The strategy of the makers of civ 3 was to choose famous civs even if they were nevr powerful, or historically accurate. In real life there was no way a Persian immortal could beat roman legion. If there was a castle in a city berserkers couldn't do anything. I think now that they have a big fanbase they should start making it historically accurate- meaning that it couldn't be geographically balanced because there was really no one in North America or southern Africa besides nomads.
