I was under the impression that several other players were restarting when I was reading there progress in the spoiler talks.

ALL my other results were accomplished in the same way.

Obviously the rules weren't exactly clear. Recently I've updated the rules of the GOTM for Civ III: http://www.civfanatics.com/civ3gotm/civ3gotm_rules.shtml.
I think should make this text for the Civ3GOTM as well then... I actually thought the Civ3GOTM as a pool for the good old CivFanatics who already understood what could and could not be done. But since there are still new players now and then, I think the rule should be made more clear.
