The downloads work, it's just that modern browsers automatically block all old http non ssl certified websites and links sadly. There are tricks around it though...
In Chrome right click on the download link and select 'Open in new Window' (NOT a tab) and then once a new window is opened nothing will happen but if you click the refresh button the download will begin.
In Firefox simply click on the download as normally and up in the downloads area of the menu bar a little warning box will come up saying it stopped it, however you can then click on it and select 'allow download' and the download will begin.
Edge is similar to Firefox, a little warning comes up in the downloads area of the menu bar, click on it and select 'Keep', then 'Keep Anyway' and the download will begin.
As part of a restructure of the newer modern downloads area (that Garfield links to above) @The_J was working on a project to transfer all the old downloads over into the new modern downloads area but it didn't get finished as it's a big nasty job and he's got a million other responsibilities. So best to use the above work around if you're looking for a select few scenarios.
However if you're looking for bulk downloading becuase you're a Civ2 scenario collector then I'd recommend you check out my preservation project thread as in the 'super collections' section at the bottom of the first post you'll find a 'CivFanatics Collection' which is a backup of the old downloads section so it pretty much contains all or most of the same scenarios in that old area but in a nice easy to grab bulk download. You'll also find other super collections there from Apolyton and other sites and donations containing thousands of scenarios in total.
