i think a game file is corrupted especially if the saved game doesn't work on any machine. i would suspect a file that writes to the database that keeps track of unit placement etc is broken.
the only time i got a similar error was dorking around with the civilization.exe... installed the patch and replaced the patched civ.exe with the original civ.exe.
i would... uninstall the game, delete any game files and directories, download the correct patch, reinstall the game, and patch the game.
