Civ3 style artillery - possible?

Well, I have to say that-aside from when being used to pound down defense bonuses in cities-the best way to do artillery units might be to make them somewhat better than average strength for their era, first strike capable, does collateral damage, has a 50-75% retreat chance but cannot attack-only defend. This will make them more like they were in civ3, but with fewer of the bad sides of civ3 style artillery. Access to the first strike and flanking promotions would also help IMO. Anyway, just a thought.

As the "Arty in Civ3-Style" - problem seems to be solved, here's another one: Is there a possibility to mod Civ4 in a way to increase the chance of a successful interception of a defending fighter plane?
My experience is, that in 95% of cases my fighter is damaged, whereas only in 5% my fighter is able to hurt the defender.
I don't think this is very realistic.

Well you can always change the interception rate of the figthers in the game via the units XML file.

That's right - but not the point. The problem isn't that too few interceptions happen, but what happens to the participating planes:
In about 95% of cases the attacking (jet-)fighter is damaged, and just in very few cases the defender is hit.
I think that's not very realistic if both units are of the same type. This way, it's not possible to gain air superiority over foreign terrain, because the undamaged fighter is ready for interception in the next turn.
 
Do we have a 1.61 compliant mod? I just conquered Victoria using nothing but a dozen cannons with accuracy or city raider, and four riflemen. Neither balanced nor realistic.
