Keep + update:
Districts , Wonders - so they take tiles. I actually think that everything you build should take tile spots , even water mills and granaries , they should have they're own district like argriculture district tho , If you build any building it should be visible on map.
Governors - Nice idea.
Government - I like cards , should me more.
Eureka - Nice system to shorten techs.
Housing - needs some update tho , no room in one cities could allow migration , and they can migrate to other civs too. More on Ethnicity system...
Jersey system? - if it works I think its great idea , coz now Pericles and Cdm if next each other , looks bad
Corps/Armies - could have even unique upgrade bonuses.

World Congress - should've been from vanila
Espionage - with some tweaks , nice idea , like that you can distrupt other civs.
Builders - no more slaves for centuries
Add:
Ethnicity system- if you played stellaris you know that people in your worlds (cities in Civ) could be of mixed races, should add same thing here , if you have to many citizens and not enough housing , your people can migrate to other cities or other civs , ofc you can chose policy card if you want to allow foreign citizens to enter your cities , or you can lure neighbouring civs people to your cities, there could be more features with this.
Working tiles - now with add of wonders and districts on map , tiles to work for citizens decreased (cant work wonders) , either remove limit of 3 tiles that can be worked or increase to 4-5 tiles from cities.
Social Policy Tree - OMG I loved it , why remove it ?! bring it back.
Barbarians different kinds - more unique barbs , wild animals even , and...different type of barbs can..fight eachother too. Also not clearing camp for too long , can upgrade it into mini cities , and now you have more problems.
Program AI to be not worthless on SEA - in sea maps they suck
UPGRADE AI - not only wars , but even city placements are very bad by AI , it should be upgraded.
Happiness - dont like how now you can build colloseum and amenities problem is kinda gone.Also problems from Amenities not so bad , compared to what we had with unhappy citizen in Civ5 , you kinda had too look at that face if its red , time to change.
Remove , Remake , Rework:
Loyalty - should be remade, especially late game enemy cities flip non-stop. Loyalty should be nerfed or remade.
Cities flipping - I mean they rebeled and become free , and they do nothing ? acts like barbs ? I think if they rebel , they should become a city state type or a mini civ type, or remove this feature , coz now its terrible.
Difficulty system - difficulty system should be based on AI , not recources bonuses , terrible city placements should be on prince level from AI , higher difficulty stronger AI.
Emergencies - some upgrade needs here.
Alliances - dont like to much the current idea.
