(Civ6) New Social Policy Categories in future expansions

I must confess to loving the combination of a civics tree & the various governments with their slots for social policies in Civ6. Its a wonderful marriage of some of the best elements of Civ4 & Civ5.

However, I do notice 2 categories that appear to be missing-Labour & Legal, & possibly even a 3rd-Religious. True, there are many policies that could be considered part of of those categories (like Serfdom, Police State etc), but they seem to be lumped in with Economic, Diplomatic & Wildcard categories.

It would be great if each government type in the game had 1 (or possibly 2) slots to cover Legal, Labour & possibly Religious policies as seperate entities. It would require rebalancing of all the governments, but might also allow for more governments-& more differentiation between governments.

Anyway, just a thought.

I don't think governments or most of all things in Civ requires balancing. As long as you become more powerful as time passes, it is "balanced". In that case balancing would be to determine how many of what type of cards you can have, but most of all governements are the same when you consider special cards. (at least 2 of each 3 govs of 3 choices are the exact same)
 
I actually like that different kinds of boosts compete for the same slots, so you have religious, commercial and scientific policies compete for the same slot. If this would be divided up, you loose flexibility and some of the I-want-science-now-but-soon-I-have-to-switch-for-religion-and-overall-I-need-more-money-moments.
