Go here (Microsoft page for .NET 1.1 download) http://www.microsoft.com/downloads/...E3-F589-4842-8157-034D1E7CF3A3&displaylang=en and download the file. On your computer, right click on the file, and select "Run as administrator". If you just double click the file, it will give you an error message, so you have to make sure you run as administrator. This will install the .NET 1.1 Framework. After that, you can install CivAssist II. It's what I did, and everything works fine. As for your other questions, no, I did not install the .NET 1.1 service pack. I don't have any idea why you're getting error messages like that, when I tried to install CivAssist II without .NET 1.1, it just told me that the program can't find the necessary files and it let me click a button to link to the Microsoft website.
