I would hate it if they made it impossible to change. That's unrealistic. However, making it more difficult, for instance Republic to Democracy would be easier (Wait, I think it is backwards, Republic is like Rome or the US while Democracy is like Ancient Greece) however, I get what your saying.
What I'd like to see is if you're economic civic (for lack of a better term) is capitalism/Free Market and you switch to Communism with the snap of a finger, you'll face revolts, maybe even a segment of your empire will secede and form a new civ. On the other hand, if you maybe switch to Welfare Capitalism, then Socialism, then Communism, its more gradual. You wait longer, but don't totally shut down in the process. It'll make some interesting decisions if they go with this.
