Civil Engineers?

Ive just started using these citizens in civ3 conquests, however im a little confused. Usually when i use them, they produce 2 shields of production which go directly into making whatever the city is working on. Sometimes however they dont have the two shields underneith their picture as if theyre not making any shields. Can someone please tell me why this is?

Right. And those are 'smart' shields, too, meaning that you lose them if you try to use the CE's to build, say, a temple, and then switch it over to a military unit.
 
Not only for improvements. They can also be used to build wonders.
 
...and of course, there's always corruption...

I once captured the city containing Shakespeare's Theater. It was actually quite a nice city...hills and bonus floodplains. As luck would have it, this city was quite close to my Forbidden Palace. I was going for a space race win, and used a few CE's to help build SETI there. Then switched the CEs to scientits...

The other new C3C specialist that can be useful is the policecman. In some corrupt cities a cop can get you an extra shield as you build a courthouse...

That's why Gumby said it applies the bonus to buildings.
