Civilian block?

Why is it that combat unit can go through another civ's combat unit, but civilian unit can not?

This is frustrating when i can't use the (rail)road because AI have their civilian there.

Is this intentional for any purpose or just unintended? Do we have mods that fix this?

So that you can block settlers/religious units more easily?
 
It's not a bug, this is the way the game works, it's annoying when it happens but the human (as always) has more advantages from it. Radaring is the biggest one.
 
It's because Jon Shafer had a hard on for 1UPT and was surrounded by yes men and women who wouldn't point out the obvious problems with it.
 
I do not regard it as an exploit. Not at all. Not even close. This game has nonmilitary units tagged to not pass through military units. These are the situations that come up from such a decision.

Furthermore, I would be very selective about what any of us call an "exploit" or "bug". Games of this sort are at their best when talented players can manipulate the pieces to generate an advantage in a way that is not obvious to other players.

a civilian unit can't pass through any foreign unit (well except caravan), not just military. more than that it can't pass through your own unit if it blocks a narrow passage. to me its obvious its a bug as i dont see any sane purpose in it.

ok its your point of view but i think that very most of players would be otherwise frustrated by such confusial mechanics and call it bad design instead.

Civilian unit can go through our own civilian unit.

It just doesn't make sense...

Sure, my civilian units getting temporarily blocked happens most games. It is minor annoyance.

About every third game I use civilians to block an AI settler or GPr or archeologist. It is a major game saver!
 
Also good for missionary/prophet blocking. I love seeing missionaries go 'Pop'
 
There is a mod for this called No More Civilian Traffic Jams. It allows unlimited stacking of civilian units and lets civilians pass through friendly military units (so you cannot block AI settlers or prophets anymore).

It's okay if we can block enemy civilian due to 1UPT. But what's annoying is that you can't go through.

"Pardon us, commander, but we're building a road through this tile."

LOL it can happen the other way around, "pardon us, peasant, we're going through" "we have pitchfork" "okayface.jpg"
 
...the most irritating (I find) manifestation of this is when trying to fulfil CS request for a road. I tend to tie up a horse or other weak unit to 'block' the tiles until my worker gets there, but it is a total nuisance.
 
On deity, trying to dig landmarks/artifacts in CS territory is a pain, or simply building road, due to how many units CS build.
