Civilization Uniqueness

AFter soem thought, I've decided that it would best if most of the upgrades deal with abilities and bonuses. Maybe a system could be established limiting certain types of upgrades per era. Downgrades would not up limits.

Units Stats - limit 2 upgrades per era
Unit Abilities - limit 4 upgrades per era
Unit Cost - limit 1 upgrade per era
Improvement Abilities - limit 4 upgrades per era
Improvement Cost - limit 6 upgrades per era
Worker Abilities - unlimited upgrades
Terrain Bonuses - unlimited upgrades
Civ Bonuses - unlimited upgrades
