I am in a modding time, I need to add pictures to the civiliopedia in CivII like this example

Civ2 doesn't have this, to add it you need to tinker with the code or make a patch, and this takes time

You're using Pre-MGE (vanilla civ2) and Test of Time as examples so presumably you're trying to do this with the Multiplayer Gold Edition (MGE) which is the version that doesn't. However you're in luck since as duplj says above he's just recently modded the game to fix this issue and you can now have large (ish) pictures for buildings, and even tech & units now in MGE.

The only issue is that you'll need to accept all his mod's other changes and it will render your scenario incompatible with regular unmodded installs of MGE. I'm facing the same situation too which reminds me I've got some questions about this so I'll go ask them in your thread duplj..
