Well I'm sorry no one answered you all those years ago and you'll probably never see this post but it was a good question and thanks to
@Lord_Hill I have an answer!
Yes version 1.0.2 CivNET via Patch 3 is the last known version/patch which
I've recently put on CFC here, and yes there is indeed a unofficial special Widescreen/High resolution support patch for CivNET 1.0.2! It's funny really as you can expand CivWIN to big modern widescreen resolutions just fine
as I demonstrated in this thread, however somehow when Microprose made CivNET afterwards they broke that ability so it's great that this fan patch exists! Your link was dead, and the
widescreen gaming site link was also still dead sadly. However I've contacted their admins on their discord and they've kindly given me the file as well as restoring it on their site. I don't think it's so great that this file only lives on one site (and that site lost it for a decade or so) so I've brought it over here to CivFanatics!
An unofficial fan made patch for the final 1.0.2 version of CivNET that adds modern Widescreen and high resolutions support. Author unknown but patch came from WideScreen Gaming Forum. This patch requires CivNET version 1.0.2. Original patch...

And naturally I just had to test it myself first before putting on here! Virus scanned it and had no warnings, copied it over to my XP Virtual Machine, ran the patch and told it where the CivNET install folder was, it patched civnet.exe and made a backup of the original, I started up the game and was able to go full 1080P widescreen on the intro & main menu which I couldn't do before, and sure enough once I started a match I was able to get the games mini windows to go right across too which I couldn't do before! Awesome!
