For years, Pokemon have been slaves to their human masters. Treated as animals for 'glorious' battle against others of their own kind for the glory of their masters. In 4000 BC, however, this changed. The Pokemon rose up against their human masters, lead by a Lucario named White Tatsu. Driving out their former masters, or enslaving them, the Pokemon finally achieved the freedom they desired, forging their own Empire, free of the humans and humanoids who previously ruled, renaming their city, and setting off on their own path. This was the beginning of a new world power, one that would later shape history
First on the agenda was to explore their surroundings, to see if they truly were alone in this world, as their former masters thought. They soon discovered that a lake with no end surrounded them on all sides, barring the south. Land was spotted to the east, but there was no way to reach it.
Continuing to the south, scouts discovered a large amount of fertile land, which would be settled later when they had the ability to do so. They also ran across a scouting party of humans, who shot through the forest on strange machines, propelling them forward faster than any one of them could walk. Seeing them as friendly, and not a threat, the two groups settled down for the night, swapping stories of their homeland. These scouts spoke of their capital, a city named 'Utopia'. This city was surrounded by huge walls, ones that touched the sky itself. It found itself under siege by huge monsters, or so they said. They were only stopped by another human, a boy who could transform into these creatures. The Pokemon in the group did not believe in such stories, and come morning, the two parted ways
Now sporting a government in their Empire, White Tatsu had the privilege to choose how they would be lead. After many months of talking with the citizens, she chose to set up a voting system. While she would ultimately lead the civilization, the people would have the ability to vote on the members of a Congress, who would handle the lesser problems. In addition, the Military were required to be honorable in combat, even if the enemy was not.
From the east came new citizens, wanting to be a part of this new Empire. While most were Pokemon, a few were humans, and while both groups were accepted, the humans were put a class down in the Empire, consisting mostly of farmers and workers. From this group, news of a Bandit camp also came. A small army was put together; mostly of first evolution fighting and grass types, and was sent to put down this group of bandits.
The short war that ensued was a bloody and hard one. Intelligence gathered by the citizens suggested that there was only one group of bandits, when in truth, there were two. Unprepared for this, the army went for the group out in the open, leaving the group in the encampment for later. Learning from the two battles in the unforgiving jungle, the army changed their tactics, attacking a third time in the night, from the trees around the bandits. This third attack was all that was needed to wipe them out
Moving south towards the encampment, the army held their ground, nursing the wounded just north of the last group. After a couple of months, they finally had enough on their feet to attack again, one surprise attack, and a rush were all that was needed to wipe the encampment out, the group freeing several water types from the bandits
Meanwhile at home, a small army of bandits had come from the east, coming in sight of the sentries in the city, just outside their borders. A message was sent to the scout group down by Utopia, recalling them north again to assist, but it would be a while before they arrived. Luckily, the army stayed out of the city, pillaging the land, and causing havoc outside the walls. Slowly weakened by constant arrow barrages from the city itself, the army was destroyed and dispersed when the scouting party returned
