Clearing Jungle

Surely a jungle square contains enough resources to give the city some shields.

Forests do, so why not Jungle.

I do agree on that. Most of the world's hardwood supplies do come from jungle rather than forest.

In my own mod I added fruits as a bonus resources that appears in jungle only. At the same time I added both hardwood and paper as a strategic resources that appear in both jungle and forest

You can always set the worker action in the jungle terrain from "clear jungle" to "clear forest". I believe that will give you the shield bonus. The time it takes would also then be the "clear forest" time instead. So you may want to tweak those values.
